REACH – AIMS, OBJECTIVES and SCHEDULE OF IMPLEMENTATION OF REACH REGULATION
REGULATION (EC) No 1907/2006 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 nd Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC entered into force on 1 June 2007.
The subject Regulation definitely tightens the requirements set for the chemical companies in the scope of control and management of chemicals. The Regulation is binding for all Member States, and it replaced the former system of chemicals control in the European Union, introduced in place of 40 existing provisions (Directives and Community Regulations). The principal task of the Regulation is to transfer the responsibilities related to safe handling of chemical substances and mixtures onto the manufacturers and importers of such substances.
Principal aims:
- Increase in the level of protection of human health, especially related to employees and the environment;
- Ensuring free transfer of chemical substances in their pure form, as components of mixtures and goods;
- Promotion of competitiveness and innovation;
- Propagating the development of alternative methods of assessment of hazards generated by such substances;
- Harmonisation of requirements related to substances in particular EU Member States.
On the 1st December 2010 new regulations regarding production, entering trade, and use of chemical substances and their mixtures came into force arising from:
- Regulation (EU) no. 1907/2006 (REACH Regulation)
- Regulation (EU) no. 1272/2008 (CLP Regulation)
